EPCOR Water Services Inc. (EWSI) provides quality water and wastewater services to more than 85 communities and industrial sites across Western Canada.

EWSI also builds, owns and operates water and wastewater facilities, working in partnership with governments, municipalities and industrial clients.

Municipalities and industry enlist us to help address the challenge of providing top quality water and wastewater services in a reliable, safe and environmentally responsible way. Our partners also trust us to provide Design, Build, Finance, Operate and Maintain (DBFOM) options when constructing and upgrading infrastructure.

Our partnerships have allowed small communities to maintain public ownership and regulation of their infrastructure while gaining access to EPCOR's expertise in innovative design, construction, and cost-effective technologies.

A history of service

Since the city's first water treatment plant was constructed in 1903, we've been Edmonton's water provider. The current Rossdale Water Treatment Plant was built in 1947, and a second water treatment plant, E.L. Smith, was constructed in southwest Edmonton in 1976.

In 1996, the City of Edmonton's water branch became part of EPCOR and was incorporated as a separate legal entity called Aqualta Inc. In 1999, Aqualta was re-named EPCOR Water Services, and in 2009, the City of Edmonton transferred ownership of the Gold Bar Wastewater Treatment Plant to EPCOR Water Services.

EPCOR Distribution and Transmission Inc.

If you live in the City of Edmonton or a neighborhood nearby, EPCOR Distribution and Transmission Inc. (EDTI) delivers and maintains your electricity.

What we do

EDTI owns and operates many substations and transmission lines that form part of the Alberta interconnected electric system. EDTI is regulated by the Alberta Utilities Commission (AUC).

EDTI is also responsible for administration of the Distribution Tariff, required by the Alberta Electric Utilities Act. The Tariff defines the terms, conditions and rate structure under which EPCOR provides electrical services. The terms include charges for system access service, distribution access service billing and electrical energy.

Supporting Alberta's competitive electricity market

EPCOR supports Alberta's competitive electricity market by:

  • Reading the power meters in Edmonton so we can provide usage information to your chosen retailer.
  • Producing a retailer handbook.
  • Providing distributed generation and micro-generation information.
  • Maintaining a site directory for Edmonton.

  • Providing load settlement services.

EDTI is the Wires Owner

As the Wires Owner, we build, operate and maintain the electrical distribution system. EDTI also:

  • Provides the Distribution Tariff and settlement services in Edmonton for the competitive electric market.
  • Manages and collects load data in the Edmonton area through meter reading, data collection and management.
  • Operates 257 circuit kilometres of aerial transmission lines and underground transmission cables.
  • Distributes electrical energy to customers in Edmonton through 5 distribution substations, 284 distribution feeders and approximately 5,390 circuit kilometres of primary distribution lines.
  • Distributes about 13.46% of Alberta's energy consumption to 333,000 residential and 36,000 commercial consumers in Edmonton.
  • Provides services to the Transmission Administrator, which manages the provincial power grid.

EPCOR Energy Alberta GP Inc.

EPCOR Energy Alberta GP Inc. (EEA GPI) provides:

  • A Regulated Rate Option (RRO) and Default Supply on behalf of EPCOR Distribution & Transmission Inc., FortisAlberta and a number of Rural Electrification Associations (REA).

  • Customer service and billing for EPCOR regulated residential, farm and small business energy and water customers, EPCOR's competitive power and gas supplier, Encor by EPCOR, as well as the City of Edmonton's Drainage Services and Waste Management branches.

In addition, EEA GPI must comply with the Code of Conduct Regulation and the Inter-Affiliate Code of Conduct. Learn more about the codes and our Compliance Plans.

All customers are free to purchase natural gas services from the default supply provider or from a retailer of their choice and to purchase electricity services from the regulated rate provider or from a retailer of their choice. The delivery of natural gas and electricity to you is not affected by your choice. If you change who you purchase natural gas services or electricity services from, you will continue receiving natural gas and electricity from the distribution company in your service area. Some offers, in whole or in part, may not be available in gas co-ops, municipally owned utilities, and some Rural Electrification Associations.



EPCOR USA based in Phoenix, Arizona, provides water and wastewater service to 31 communities and nine counties in Arizona, New Mexico and Texas, making it the largest private regulated water utility in the Southwest.

EPCOR USA's Arizona utilities are subject to the rules and regulations of the Arizona Corporation Commission (ACC), which, in addition to regulating specific aspects of service, approves rates charged for water and wastewater service. The New Mexico utilities are subject to the rules and regulations of the New Mexico Public Regulation Commission (NMPRC).
